New Michigan Laws Expand Emergency Alert System Coverage
Michigan has recently implemented new laws that aim to enhance the state’s emergency alert system, providing more comprehensive coverage for vulnerable populations.
Expanding AMBER Alerts
The newly signed laws extend the scope of AMBER Alerts to encompass all missing children believed to be in danger, including those with special needs. Previously, Michigan State Police policy only triggered AMBER Alerts for children suspected of being abducted.
Co-sponsor Rep. Angela Rigas, in a statement following the passage of the laws, highlighted the importance of these changes. She referenced the tragic case of six-year-old Rowan Milford Morey, whose death exposed deficiencies in Michigan’s alert system. Due to existing legal standards, an AMBER Alert could not be issued for Rowan, despite repeated requests for police assistance from the mother during a custody dispute.
Alert System for Missing Adults
Another new law establishes an alert system for missing older and vulnerable adults who may be in jeopardy. Advocates for the policies emphasize the critical role these resources play in locating individuals during emergencies.
Enhanced Oversight for Guardians
In addition to the alert system expansions, Governor Gretchen Whitmer has signed legislation to introduce more oversight in cases involving vulnerable individuals. Under these laws, guardians must obtain court approval before changing the address of the individuals they care for. A recent property appraisal is also mandated before a guardian can sell the home of their ward.
Sen. Ruth Johnson, a co-sponsor of the legislation, emphasized the necessity of these measures to prevent elder abuse. The new laws address a portion of the problem, with Johnson advocating for formal licensing of guardians as a crucial step towards comprehensive reform.
Challenges in Regulating Guardianship
While the recent home-related bills received unanimous support, previous attempts to regulate the guardianship system in Michigan have faced obstacles. Johnson attributes this difficulty to the challenges older and vulnerable adults encounter in advocating for their rights compared to other causes.
Efforts to address these issues aim to safeguard the well-being and autonomy of individuals who may be at risk of exploitation or abuse.
