Wisconsin Governor Candidate Tom Tiffany’s Stance on Abortion Under Scrutiny
Tom Tiffany, a Republican representative now vying for the position of Wisconsin governor, has positioned himself firmly on the side of a complete abortion ban, excluding exceptions for rape, incest, or even the life of the mother.
Since 2021, Tiffany has served as the representative for Wisconsin’s 7th District and has received backing from several anti-abortion organizations, such as Wisconsin Right to Life and Turning Point USA.
In 2023, Tiffany played a role in drafting a budget proposal for fiscal year 2024 as a member of the Republican Study Committee. This proposal included support for the Life at Conception Act, a bill aimed at granting personhood rights to fetuses and embryos.
This legislative change seeks to outlaw abortion across the country, potentially equating abortion with murder under the law. Advocates caution that if enacted, this law could result in criminal charges for both patients seeking abortions and the medical practitioners providing them.
Given the federal nature of the Life at Conception Act, it would supersede any state legislation on abortion access. This could impact the 14 states where voters have enacted measures to safeguard or expand abortion rights following the U.S. Supreme Court’s decision to overturn Roe v. Wade in 2022.
The bill also presents potential risks to fertility treatments like in vitro fertilization.
Supporters of the proposed budget, including the vice president of Susan B. Anthony Pro-Life America, have praised it as “the strongest pro-life budget yet,” while Students for Life Action commended it for promoting “measures that would permanently and reliably protect innocent human life.”
Though the budget did not pass into law, the Republican Study Committee continued to promote the Life at Conception Act in their 2025 and 2026 budget proposals.
Polling data indicates that a significant majority of Wisconsin residents favor maintaining abortion rights. Notably, following his gubernatorial campaign launch, Tiffany removed mentions of his anti-abortion stance from his campaign website.
In 2023, Tiffany also supported the Heartbeat Protection Act, which seeks to prohibit abortions after six weeks of gestation, though he has not endorsed the Life at Conception Act.
Tiffany is anticipated to secure victory in the upcoming Republican primary for governor on August 11, with his Democratic opponent to be determined on the same date.
