Law Firm Files Claims Against Army Over Doctor’s Alleged Misconduct

In a case that has sent shockwaves through military circles, a doctor stationed at Fort Hood is facing serious allegations of misconduct. Legal action has been initiated against the U.S. Army and Pentagon, with seven complaints filed by a law firm representing victims of the alleged abuse.

The U.S. Army Office of Special Trial Counsel (OSTC) announced on December 9 that Maj. Blaine McGraw, an obstetrician gynecologist at Carl R. Darnall Army Medical Center, is facing a slew of charges. These include four charges and 61 specifications relating to a series of alleged offenses.

McGraw, 47, is accused of committing 54 specifications of indecent visual recording, five specifications of conduct unbecoming an officer, one specification of willful disobedience of a superior officer, and one specification of making a false official statement. These are violations under the Uniform Code of Military Justice.

According to an Army spokesperson contacted by Military.com, “In accordance with current policies, we do not comment on pending or ongoing litigation.”

From January 1 to December 1, 2025, McGraw allegedly committed offenses primarily during medical examinations at the Fort Hood medical center. A separate incident reportedly involved a non-patient victim filmed without consent at a private residence near Fort Hood.

The investigation into McGraw began in late October, prior to public identification, when he was only known as a suspended doctor no longer treating patients. The Army has acknowledged 44 victims in the case, though the actual number could be higher.

More Charges Are Possible

On Monday, the law firm Sanford Heisler Sharp McKnight filed seven Federal Tort Claims Act (FTCA) administrative complaints against military institutions on behalf of seven Jane Does, who claim to have been affected by McGraw at Fort Hood and the Tripler Army Medical Center in Honolulu.

Christine Dunn, representing the victims, remarked to Military.com, “I think [the charges so far announced against DeGraw are] probably just the beginning… I don’t think that the current set of charges encompasses the full range of his criminal conduct.”

The FTCA complaints serve as a precursor to potential lawsuits, allowing the responsible agency six months to investigate before further legal action can ensue in federal court.

Two Army Doctors, Two Similar Cases

Christine Dunn also represented victims in a similar case involving Army doctor Maj. Michael Stockin, previously convicted of abusing male servicemembers. Stockin was sentenced to 164 months in prison and dismissed from the Army in January 2025.

Regarding the McGraw case, Dunn stated, “I think three different rounds of [charges], so I won’t be surprised to see something similar here… I am glad that [McGraw] is facing charges and that I hope that he will be dealt with adequately in the criminal process.”

“This isn’t just the story of a rogue doctor, it’s also the story of an institution that failed these patients.”

She emphasized the institutional accountability, describing the situation as more than just rogue behavior but a systemic failure.

McGraw Case ‘Even Bigger’ Army Scandal

Dunn noted parallels between the Stockin and McGraw cases, both involving medical professionals with a history of abuse. She criticized the Army’s oversight and screening processes, suggesting potential negligence in addressing warning signs.

“I thought that [Stockin] was the biggest sexual abuse scandal the Army has ever seen, and I think this McGraw one is even bigger,” Dunn mentioned, highlighting the scale and severity of the allegations.

McGraw is currently held in pretrial confinement at the Bell County Jail in Belton, Texas.
