The Pentagon has taken a significant step forward with its missile defense initiatives by pre-selecting a wide array of companies for potential participation. Notable among the over 1,000 firms chosen are industry giants like BAE Systems, Booz Allen Hamilton, L3Harris, and General Atomics, all slated for involvement in the ambitious Golden Dome missile defense shield program as well as other defense projects.
In a move to bolster its defense capabilities, the Missile Defense Agency (MDA) on Tuesday disclosed the commencement of the first phase of its staggered awards under the Scalable Homeland Innovative Enterprise Layered Defense, or SHIELD, contract. The SHIELD contract, structured as an indefinite-delivery, indefinite-quantity agreement, could potentially be valued at up to $151 billion over a ten-year span, according to the agency’s announcement.
Mark Wright, an MDA spokesperson, communicated via email to Defense News that these preliminary SHIELD awards are intended to create a pool of qualified companies for programs like the Golden Dome. He clarified that firms identified through the SHIELD contract may vie for upcoming requirements via task or delivery orders.
“These initial awards are not for firm requirements – Golden Dome or otherwise,” Wright explained. “Rather, these IDIQ awards are the first of many in establishing a portfolio of qualified SHIELD IDIQ holders.”
Wright further noted, “MDA will complete source selection activities on the SHIELD IDIQ (which includes completing discussions with offerors and making any additional awards) before soliciting any firm requirements under task or delivery orders. It should also be noted that while Golden Dome requirements may be competed and executed under SHIELD, it is not exclusive.”
Among the potential contractors is Elbit America, a division of the Israeli firm Elbit Systems, renowned for its role in Israel’s Iron Dome missile defense system. This system was a catalyst for President Donald Trump’s directive to the Pentagon to develop an American counterpart, the Golden Dome.
The Pentagon’s announcement on Tuesday highlighted that SHIELD will enable the MDA and other Defense Department entities to swiftly compete orders under a versatile enterprise arrangement.
The MDA received a total of 2,463 offers vying for the SHIELD contract, illustrating the high level of interest and competition among defense contractors.
