Michigan Foster Care System Audit Reveals Oversight Concerns
A recent audit conducted by the Michigan Office of the Auditor General has brought to light significant issues regarding the state’s management of children in the foster care system. The audit focused on the Michigan Children’s Institute (MCI), responsible for caring for foster children when parental rights are terminated by a judge, and found alarming gaps in oversight.
According to the report, MCI was only actively monitoring less than half of the cases under its guardianship. The audit discovered that MCI had neglected to conduct necessary monitoring activities for a significant portion of the children in its care, raising concerns about the agency’s ability to fulfill its statutory responsibilities.
While the Michigan Department of Health and Human Services (MDHHS), the overseeing body of MCI, disputed the findings, stating that MCI collaborated with various entities within the foster care system to meet its obligations, the Auditor General’s Office expressed doubts about the adequacy of MCI’s supervision of children outside of specific events.
One of the key issues highlighted in the audit was the inconsistent review of homes where children were placed and instances where medical procedures were performed without proper consent from MCI. Moreover, adoption decisions were sometimes made at the county level without authorization from the MCI superintendent, raising concerns about adherence to legal protocols.
Following the audit, MDHHS acknowledged the deficiencies pointed out and committed to improving oversight processes. The agency has initiated steps to enhance adoption consent procedures, strengthen conflict-of-interest monitoring, update consent timelines, and increase staffing to ensure timely and well-supported decisions.
MDHHS has been given approximately two months to develop a comprehensive plan to address the issues highlighted in the audit, emphasizing its dedication to promoting the safety, stability, and permanency of the children under its care.
