An Energy Emergency: Michigan Coal-Fired Power Plant to Stay Open Until 2026

Amid an ongoing “energy emergency,” the J.H. Campbell coal-fired power plant near Lake Michigan will continue to operate beyond its planned retirement date. The U.S. Energy Secretary, Chris Wright, has extended the emergency order, compelling Consumers Energy to keep the plant operational until November 14, 2026.

This decision marks the fifth extension of the original emergency order issued in May 2025, just days before the scheduled shutdown of the plant by Consumers Energy. The Energy Department emphasized the critical role of the Campbell Plant in maintaining stability during high energy demand periods and low intermittent energy production levels.

Energy Secretary Chris Wright stated, “President Trump and the Energy Department remain committed to doing everything in our power to mitigate the possibility of power outages for American families and businesses.” The administration sees the availability of coal plants like the Campbell Plant during peak electricity demand as essential for public safety.

However, environmental groups have raised concerns and challenged the orders in court, arguing that the Energy Department is misusing its emergency powers without a genuine emergency. Consumers Energy had a plan in place to transition to cleaner energy sources, approved by both the state of Michigan and the mid-continent power grid operator.

The administration’s efforts to keep the Michigan coal plant operational are part of a broader initiative to boost America’s coal industry. Alongside the Campbell plant, four other coal facilities in different states are also under emergency orders, with ratepayers bearing the majority of the costs.

Michigan Attorney General Dana Nessel highlighted that the emergency order for the Campbell plant had cost Consumers Energy customers $180 million up to March this year. The ongoing debate reflects the complex balance between energy needs, environmental concerns, and economic considerations in the transition to cleaner energy sources.
