New Initiative in Phoenix Aims to Expedite Housing for the Unhoused
In a bid to address the challenges faced by individuals transitioning from homelessness, Phoenix is set to unveil a subletting initiative designed to streamline access to housing. Rachel Milne, head of Phoenix’s Office of Homeless Solutions, highlights the difficulties encountered by those attempting to penetrate the city’s competitive rental arena.
“We’re working with clients all day long in our shelter programs that are ready to be housed, but just need that little bit of support,” Milne shared with KJZZ.
As part of the city’s financial plan approved in June, the Phoenix City Council has earmarked $2.5 million annually for this innovative master lease initiative. By leveraging these funds, the Office of Homeless Solutions intends to secure about 50 apartments, which will then be sublet to individuals emerging from shelters.
Milne explained, “They may have had trouble on the private market obtaining a lease, but this way they’re leasing directly from the city of Phoenix Office of Homeless Solutions.” While cities like New York and Los Angeles have implemented similar strategies, this marks a pioneering effort for Phoenix.
“Housing is such an important part of ending someone’s homelessness. This is one piece of that puzzle that we’re excited to get going,” Milne remarked.
Under the program, the city plans to compensate private landlords at full market rates for apartment rentals. Although the program’s specifics are still under refinement, Milne anticipates that the Office of Homeless Solutions will subsidize rent for many participants.
“Most master leasing programs, people wouldn’t pay more than 30% of their income,” Milne noted. Additionally, the initiative will provide tenants with counseling and support services to aid their transition.
While a launch date remains unannounced, Milne expressed eagerness for the program’s commencement. “We’re off and running,” she stated. “We’re looking for units currently.”
