Analyzing the Impact of Tariffs on Michigan Businesses

Michigan Governor Gretchen Whitmer has taken decisive action by issuing a directive calling on state departments and agencies to assess the impact of tariffs on businesses and consumers in the state. This directive comes after the U.S. Supreme Court ruled some tariffs as unconstitutional, potentially leading to refunds for affected parties.

Whitmer emphasized the need to assist people and businesses in understanding the financial implications of tariffs. The directive aims to address the $166 billion in revenue collected by the federal government through tariffs, with a focus on ensuring that Michigan businesses receive the refunds they are owed.

Brian Calley, president and CEO of the Small Business Association of Michigan, highlighted the importance of this support for businesses that may struggle with the bureaucratic process of seeking refunds. He noted the complexity of navigating a system that is currently non-existent for many small businesses.

However, Sandy Baruha, president, and CEO of the Detroit Regional Chamber, expressed concerns about the uncertainties following the Supreme Court decision. He cautioned against relying on potential reimbursement checks and speculated about future actions by the Trump administration in response to the ruling.

Economist Charles Ballard acknowledged the lingering questions surrounding the implementation of the decision and the beneficiaries of any refunds. He suggested that while refunds may be forthcoming, the extent to which consumers will benefit remains unclear, especially given existing inflationary pressures in various sectors like oil markets.

A previous report commissioned by the governor identified agriculture, home builders, and construction as some of the Michigan industries most severely affected by tariffs, underscoring the importance of evaluating the impact and facilitating refunds for businesses in these sectors.
