Texas Congressional Candidate Faces Scrutiny Over Job Outsourcing Record
As Texas state Rep. John Lujan vies for a congressional seat, his professional background is both a highlight and a point of contention. While he markets himself as a job creator, his firm’s outsourcing practices tell a broader story.
Lujan is participating in the upcoming March 3 Republican primary, aiming to represent Texas’s 35th congressional district, which encompasses parts of San Antonio. Although the district leans slightly Republican, Democrats are viewing it as a potential battleground.
Since 1999, Lujan has been part of Y&L Consulting, a company that provides IT infrastructure and support solutions. Currently holding the position of senior vice president, he disclosed earnings of nearly $210,000 from the firm between 2024 and 2025.
His campaign highlights his association with Y&L Consulting as a key credential for his candidacy. His campaign website asserts, “Driven by an entrepreneurial spirit, Rep. Lujan founded a small IT firm that has grown into a thriving business, now employing over 550 people in and around the community. This blend of public service and business acumen uniquely qualifies John to represent the diverse interests of his district.”
This narrative mirrors his 2021 campaign for the state legislature, where he stated in a Facebook post: “I helped found a local IT company that has grown to provide over 500 local jobs. I’m committed to help break cycles of poverty locally by supporting programs that help prepare our community for the jobs of tomorrow.”
Contrasting these claims, the Y&L Consulting website highlights its cost-saving strategy through offshoring jobs. The site poses the question, “Are you looking to maximize value and accelerate your digital initiatives with world-class talent?” and promotes its Offshore Delivery Model, which allows clients to utilize skilled professionals globally. This model promises significant cost reductions and increased productivity.
Previously, the website detailed its practice of “perennial hiring” of offshore talent, enabling swift and efficient job outsourcing. A corporate brochure from 2023 notes that Y&L Consulting employs 5,000 workers globally, with locations in Europe, India, and other Asian regions.
A promotional video from 2017 indicates that the company has been engaged in this practice for over a decade. The video claims, “With over 17 years of experience in software delivery, 4,000 employees worldwide, including five development centers in India, we feel very confident we can handle projects of any size that comes our way and deliver a very cost-effective, quality product for our customers.”
Lujan faces competition from ten other Republicans in the primary, including previous candidate Dr. Jay Furman and car salesman Ryan Adams.
