Tennessee Congressman Hires Consultant Linked to Voter Data Practices
In a move that has drawn attention, Tennessee Representative Andy Ogles enlisted the services of a consulting firm with ties to controversial data practices. The firm, Frontline Strategies, is led by a former digital advertising executive known for utilizing advanced technology to gather data from political events.
Ogles’ campaign, which is gearing up for a third term bid, reportedly spent over $46,000 between August 2025 and January 2026 on Frontline Strategies. This Illinois-based company specializes in digital messaging and fundraising for Republican candidates.
Darian Rafie, one of the partners at Frontline Strategies, previously worked with the Republican National Committee and contributed to fundraising efforts for President Donald Trump’s 2016 campaign. Rafie has openly discussed his use of geospatial technology to collect data from attendees at political rallies.
In a 2019 interview with OpenDemocracy, Rafie explained how geofencing technology is used to identify mobile phones present at large events. “There is a lot of stuff to be done with mobile phones and geo-fencing areas,” he stated. “Say there’s a rally somewhere, one of these big Trump campaign rallies. What we’ll do is we’ll draw a polygon around that event, and then we’ll register all the phones that were there.”
This “polygon” is effectively a custom boundary on a map, enabling the tracking of devices within the designated area. Rafie further elaborated, “We
