Former ICE Director Todd Lyons Joins Defense Contractor
Todd Lyons, the former acting director of U.S. Immigration and Customs Enforcement (ICE), has taken on a new role with a defense contractor, Navigators Security and Defense. In his new position as the senior vice president for U.S. homeland security and international affairs, Lyons will be focusing on U.S. homeland defense strategy, interagency operations, and international security.
Transition from ICE to Defense Contractor
After leading ICE through tumultuous times from March 2025 to May 2026, Lyons faced intense pressure to enforce aggressive immigration policies set by the Trump administration. Despite challenges, Lyons was unable to meet the daily arrest quota imposed by the White House. He stepped down from his position last month and has now joined Navigators Security and Defense, a subsidiary of Navigators Global.
Lobbying Connections and Restrictions
Navigators Global, the parent company of Navigators Security and Defense, has ties to various clients, including General Motors, the New York Jets, and GEO Group, a private prison contractor operating immigration detention centers across the U.S. Lyons, as a new hire, is subject to federal restrictions that prevent him from engaging with the Department of Homeland Security for a year.
Transition in ICE Leadership
Following Lyons’ departure, David Venturella, a former ICE veteran with ties to GEO Group, assumed the role of acting director. GEO Group, a private prison contractor, has experienced significant financial growth, reporting a 700% increase in income from 2024 to 2025.
