Capt. Douglas Whimpey Relieved as Commodore of First Naval Construction

Leadership Change in Naval Construction Regiment Following Loss of Confidence

Capt. Douglas Whimpey, who was serving as the commodore of the First Naval Construction Regiment (1 NCR), was relieved of his duties on January 23. This marks the first instance this year of a naval leader stepping down from such a position.

The decision was announced through a press release shared by Navy Expeditionary Combat Command Public Affairs with Military.com, citing a “loss of confidence in his ability to command” as the reason for his dismissal.

Capt. Whimpey, a reservist from Utah, was succeeded by Capt. Angel Santiago, who commands Naval Construction Group (NCG) 1, located in Port Hueneme, California. Capt. Steven Sherman has taken over as the commodore of 1 NCR.

“Capt. Whimpey was relieved due to a loss of the trust and confidence required for his position. Specific details concerning the loss of trust and confidence are not disclosed to protect privacy and due process, but such decisions are made with careful consideration of the facts known at the time, and the imperative to uphold the high standards of Navy leadership.” – Lt. Comm. (LCDR) Katie Diener, spokesperson for Navy Expeditionary Combat Command, told Military.com.

“The decision to relieve a leader is made with the utmost care and after a thorough review by higher command leadership,” Lt. Comm. Diener added.

Following his removal as commodore, Whimpey has been reassigned to a staff position within NCG-1. His military career shows significant achievements, having reached the rank of captain on September 1, 2018, and he was commissioned as a Reserve Civil Engineering Corps Officer on August 15, 1997.

Whimpey’s accolades include the Seabee Combat Warfare Specialist Officer, Fleet Marine Force Warfare Specialist Officer, Expeditionary Warfare Specialist Officer, and various commendations such as the Meritorious Service Medal (2) and Navy/Marine Corps Commendation Medal (4), among others.

“Navy leaders are expected to uphold the highest standards of responsibility, reliability, and leadership personally and professionally, and the Navy holds them accountable when they fall short of those standards,” stated officials.

Naval Construction Regiments are tasked with providing command and control of Naval Construction Force units, focusing on operations within specific geographic areas or military missions.

Despite the leadership change, officials confirmed that there has been no disruption to operations following Whimpey’s reassignment.
