Following an extended period of leadership uncertainty, the Navy has finally appointed a new chief of naval operations. Adm. Daryl Caudle, who has been at the helm of the U.S. Fleet Forces Command since 2021, was approved by the Senate through a voice vote on Thursday night.
This appointment marks the end of a significant vacancy after Adm. Lisa Franchetti was dismissed by President Donald Trump in February. The Trump administration did not provide any clear reasons for Franchetti’s removal, leaving many to speculate about the motivations behind the decision. Defense Secretary Pete Hegseth had previously criticized Franchetti’s appointment in his writings, suggesting she was chosen primarily for political reasons rather than qualifications.
Caudle’s nomination came after a five-month delay from the Trump administration. During his confirmation hearing with the Senate Armed Services Committee, the discussion largely bypassed the circumstances of Franchetti’s dismissal, with minimal attention from the committee members.
The focus of the hearing was on the Navy’s primary concerns, such as shipbuilding, shipyard infrastructure, and munitions. During the proceedings, Sen. Angus King, I-Maine, inquired whether Caudle would provide his honest military advice, even if it conflicted with the president’s views. Caudle assured, “I am absolutely ready to do that. I think it’s an obligation. I’ve sworn an oath to do that, and if confirmed, I will do that with my utmost ability.”
In his written responses, Caudle emphasized his dedication to improving sailors’ quality of life, a priority he upheld in his current role at U.S. Fleet Forces Command.
Adm. Caudle, considered a straightforward choice as Franchetti’s successor, has a career background in submarines, having previously led Naval Submarine Forces before taking command of the Fleet Forces.
In 2023, Caudle made headlines by addressing the challenges of producing sufficient ammunition for both the U.S. Navy and Ukraine, which led to a clarification by a spokesperson.
As Fleet Forces commander, Caudle also tackled significant mental health challenges aboard ships and at regional facilities. His confirmation was part of a broader approval of military nominations, which included Lt. Gen. Shawn Bratton’s advancement to vice chief of the Space Force.
