Controversy Surrounds WestMEC’s Partnership with Phoenix Raceway

The Western Maricopa Education Center (WestMEC) finds itself under scrutiny following a critical state audit that questions the value and legality of its sponsorship deal with the Phoenix Raceway in Avondale. This educational district, known for its focus on career and technical training, was put in the spotlight during a legislative panel review held earlier this week.

In 2024, WestMEC allocated $155,000 towards a sponsorship at the raceway, ostensibly to provide students with real-world experience in their chosen fields. However, the audit revealed that many students were engaged in unrelated activities, such as ticket collection and sign placement, often without compensation.

Senator Mark Finchem (R-Prescott) expressed strong disapproval, labeling the situation as “outrageous.” He remarked, “I hope that the organization has taken some serious steps to never let this happen again, because I’ll tell ya, if you’ve got a bond issue going on right now and there’s people that are paying attention to this hearing, that bond issue might as well go down in flames.”

According to a report from the state auditor general, the sponsorship might have breached the constitutional gift clause. WestMEC representatives stated that their contract with the raceway has ended.

Beyond the raceway sponsorship, the audit highlighted additional expenditures by WestMEC on food and entertainment for staff, including tickets to golf tournaments.

Despite these findings, WestMEC recently secured voter approval for a $415 million bond aimed at expanding its facilities.

Ryan French, assistant superintendent of business and operations at WestMEC, acknowledged to lawmakers that while he believes students gained from the partnership, the district is committed to implementing the audit’s recommendations.
